Mrs Bugg, having parked her bicycle at the curb, now stands next to Mr Bugg’s car, a bow on top her police helmet and a holstered sidearm on her hip. She is writing a ticket for a quite sad-looking Mr Bugg, whose fez is not enough to persuade Mrs Bugg to let him off with a warning.
The text reads: “Maybe 20, 1899: The first traffic ticket is given to Joseph Buggman. He sadly misses the start of the parade after speeding at 12 MPH.”
